Assuming the layout will stay the same or similar, maybe simply move "Current Poll" somewhere else, i.e. in place of "Contribute" and redesing the latter, e.g. remove it from there and create a top or sub-menu entry for it and add "Polls" link somewhere around "Current Poll" and move "Submit a Poll" there.

Something like that, yes!
I guess the key thing on the site is the content of the articles/blogs, and having a left-bar and a right-bar bordering that can squeeze the content more than I'd like. On that basis we're going to move to a single (collapsible) bar - probably on the right side.

Yeah i agree, Voting Poll should be put somewhere. they are four spaces of direction, north south east west

This site hasn't been updated for a while, and I'm coming back to it with fresh eyes.
While I plan on making a few changes the only thing I'm torn about is whether to leave polls alone or not. On the one hand the comments are frequently interesting, on the other hand they seem to take a lot of menu-bar-space.
Either way lookout for upcoming articles - the first couple will pave the way for discussing how this site is moving from a single host to a clustered deployment.
